Alex Otti Signs Abia State Electricity Bill, Sets Stage for Independent Power Market

Abia State Governor, Alex Otti, has signed the Abia State Electricity Bill into law, granting the state the authority to regulate its electricity market.

During the signing ceremony held yesterday at his residence in Umuehim Nvosi, Isiala Ngwa South, Otti emphasized that the legislation empowers the government to implement its provisions effectively. He also announced plans to establish the Abia State Electricity Regulatory Authority (ASERA) to oversee the sector.

Otti described the 64-page legislation as a major step in sustaining the state’s power initiatives and ensuring long-term energy stability. He added that the law would facilitate electricity access for the eight council areas not covered by the Aba ring-fence arrangement with Geometric Power Limited, which currently supplies nine local government areas.

“This is a document that will stand the test of time. It will protect investments in Abia and promote renewable energy,” Otti said.

He further explained that the state is working to bring the remaining eight council areas under the Umuahia ring-fence and is close to signing a memorandum of understanding (MoU) to advance the initiative.

“Our goal is to provide enough power for Abia and even supply electricity to other parts of the Southeast and South-South, generating revenue in the process,” he noted.

Reflecting on the bill’s development, Otti said discussions began in late 2023 following the passage of the Electricity Act at the national level under former President Muhammadu Buhari.

“It appears the national framework was designed with Abia in mind. Abia is likely the only state with a ring-fenced electricity market,” he stated, adding that Geometric Power has the capacity to extend electricity supply to Umuahia and beyond without significant additional costs.

He commended the State House of Assembly for its swift passage of the bill and acknowledged the contributions of development partners.

“I must commend the 8th Assembly for their diligence and expertise. This bill was passed swiftly but carefully,” he said.

Presenting the bill to the governor, Speaker of the Abia State House of Assembly, Hon. Emmanuel Emeruwa, described it as a landmark achievement that positions Abia for economic growth. He assured that the Assembly remains committed to supporting Otti’s vision.

Meanwhile, Commissioner for Power and Public Utilities, Ikechukwu Monday, explained that the bill was crafted in line with the Electricity Act of 2023, which allows states to regulate their electricity markets.

“This law encourages local participation in power generation and distribution while safeguarding against vandalism. It also establishes a framework for regulation,” Monday said.

He confirmed that ASERA would soon be operational and praised Otti for his commitment to delivering independent power as part of his campaign promises.
